Jeremy Vine has called for cars to have buttons in their boots so cyclists can stop them.
In a video shared on the presenter’s X page, he was cycling through the streets of London when he came across a driver of a blue Skoda.
The car is seen crossing a junction while the traffic light is showing a yellow light which attracts Vine’s attention.
‘Oh dear,’ he says as the driver continues on her way.
After the lights go green again, the presenter manages to catch up with the driver when he spots her on her phone, while she has another phone on a stand on her dashboard.
The driver is then seen swapping the two photos while continuing to use it while the car is stopped.
She is then seen on video using her phone while driving the car at a slow speed while the presenter exclaims: ‘My God she’s got two phones.’

He added: ‘How many phones does a person need, she has two on to go.’
The video then cuts to Vine speaking to the camera, explaining his idea: ‘Cars should have an emergency button on the outside so a passer-by who sees this level of danger can disable the vehicle without having to engage with the offending driver.’
However, some people weren’t so keen on the idea with one user saying: Quite simply, one of the most ludicrous and self-centred proposals I’ve ever seen.
‘You’ve become an insufferable bore in your crusade against motorists. If you see appalling driving, fine – report it. There’s no need for you to be judge, jury and executioner too.’
Another said: ‘You are not the law, you can video as you do and report the offending person. If you feel as though you are in danger, move out the way, that’s the common sense thing to do.’
Yet another person pointed out: ‘I’m sure the “kill switch” won’t be abused by rapists and carjackers.’

The TV show host has been vocal about his opinions of cars in the capital. He often speaks out on issues on the defence of cyclists.
Vine previously said cars should be banned from a major London entertainment district prompting critics to hit back and warn the move would hurt businesses.
He responded to a video shared by fellow presenter Lewis Goodall highlighting the ‘benefits’ of traffic restrictions.
The footage showcased Charing Cross Road in the aftermath of road closures on Sunday last week for Chinese New Year celebrations with an accompanying caption that read ‘whenever you take cars away, cities get better’.
Re-posting, Mr Vine said: ‘100% this. Why cars and vans are still allowed through Soho at all hours is anyone’s guess’.
But his comments were met with opposition from critics, escalating a comments war between the 59-year-old presenter and his opponents.
One person said: ‘So that the vans can deliver things might be one reason. Plumbers, builders. I mean I can think of lots of reasons why vans would be allowed to service the centre of a city.’
Someone else commented: ‘Well let’s think Jeremy. There are the disabled. Less-abled. The elderly. Those that might feel vulnerable. Do you wish me to continue?!’
Mr Vine simply responded: ‘The elderly can’t cycle? I hadn’t heard that.’
